Lee trained as a chemical engineer at Lehigh University, Bethlehem, Pennsylvania, from 1921 to 1925. From 1929 to 1931, Lee studied painting at the California School of Fine Arts, San Francisco. From 1929 to 1935, he was an independent painter in New York City, New York, and in San Francisco, California. From 1936 to 1942, Lee was a staff photographer under Roy E. Stryker at the Historical Section of the Resettlement Administration, later the Farm Security Administration, in Washington, D.C. From 1941 to 1942, Lee was a photographer for the Office of War Information in the Far East and Europe. He produced an extensive survey of health and living conditions of bituminous coal miners. From 1946 to 1965, Lee worked as an industrial magazine photographer, and from 1965 to 1986, he worked as an independent photographer.
